तस्य प्रशान्तवाहिता संस्कारात् || 3.10 ||
tasya praśānta-vāhitā saṁskārāt || 3.10 ||
Translation
The flow of nirodha pariṇāma becomes a source of tranquillity through repeated impressions.

How to achieve tranquility
The aim of all spiritual practices is to achieve tranquillity of mind.
The advantage of tranquillity of mind is peace and happiness

According to Sage Patañjali, nirodha pariṇāma will be useful in this direction. But constant practice is necessary.

The latent impression has both negative as well as positive points. As we have seen in the previous sūtra, the thoughts as also the latent impressions are sources of disturbance for meditation processes. Both have to be got rid of. But latent impressions also help one to achieve peace. This point can be easily explained from the point of view of Bhakti.

Latent impressions of the material world are indeed impediments to spiritual practice. But the impressions of God, his name, form, qualities, his divine pastimes, and his abodes bring in peace to the mind. 

Continuous remembrance of God will create divine impressions on the mind.  For a devotee, thoughts of God give him great joy.
Eg: Uddhava in his mind always has Shree Krishna with him. 

Commentator Vyasa says:
When proficiency is acquired in the art of keeping the mind in an arrested state, the mind attains a continuous undisturbed state.

Vachaspati Mishra says
By practising peaceful impressions, maintaining inner silence becomes effortless 

Overpowering impressions
By meditating on whatever is uplifting to you, you create impressions that overpower existing impressions. Repeated practice influences your internal environment as well as your actions and interactions. Obviously, your actions and interactions also influence your inner state. 

Therefore, let us practise suppressing worldly thoughts  because nothing in this material world can give us eternal happiness 

Instead, let us fill the mind with the impressions of loving devotion to God. Devotion, yoga and meditation can help us attain peace, tranquility and eternal happiness
